Elections CNESER (Conseil National de l'Enseignement Supérieur et de la Recherche) 2023

The elections of staff and user representatives from public scientific, cultural and professional establishments (EPSCP) and public research establishments to the Conseil National de l'Enseignement Supérieur et de la Recherche (CNESER) took place on June 15, 2023.

Role of the CNESER

The CNESER is a consultative body that gives its opinion on the missions entrusted to public scientific, cultural and professional establishments and public research establishments. In particular, it is consulted on national strategies for higher education and research, as well as on draft reforms relating to scientific employment and the organization of research.

The CNESER rules on appeals and as a last resort on disciplinary decisions taken by the competent university bodies with regard to teacher-researchers, teachers and users.

The CNESER must be consulted on:

  • the major orientations of ESR policy: national strategies, assessments, global reform projects, orientations of multi-year contracts between the State and establishments;
  • drafts of laws, decrees, orders concerning the national organization of ESR;
  • university budget and job allocations;
  • the creation, abolition or grouping of establishments or their components;
  • national diplomas: national training framework, accreditation of establishments awarding these diplomas...
  • the contribution of private establishments to the public higher education service;
  • any other matter referred to it by the Minister.

Chaired by the Minister for Higher Education and Research, it comprises 100 members

  • 60 representatives of managers, staff and students from EPSCP and public research establishments (EPST and EPIC),
  • 40 personalities representing major national interests, notably educational, cultural, scientific, economic and social.

During the month of June 2023 the full renewal of the CNESER's elected members took place.
In effect, their current term of office ends on July 15, 2023.
On this occasion, the members of the colleges of staff and student representatives will be renewed.
The mandate of the newly elected members will begin on September 1, 2023 for two years for student representatives and four years for staff representatives.

Electors:

  • Tenured staff assigned to an active position in the establishment or who are seconded or made available to it, provided they are not on long-term leave (CLD):
  • Professors and lecturers (including those benefiting from a teaching service discharge or a service activity discharge or leave for research or thematic conversions, as well as those placed on delegation);
  • Engineers, administrative, technical, workers, service, pers.
  • Library staff (scientific and other).
  • Researchers from EPSTs or any other public research establishment (or one recognized as being of public interest) and members of the engineering, technical and research administration (ITAR) corps, assigned to a research unit of the EPSCP (i.e. attached to the EPSCP on a principal basis);

Electors whose inclusion on the electoral roll is subject to a request on their part:
Other teaching staff in service at the establishment on the date of the election and carrying out teaching activities at least equal to one-third of the reference teaching obligations, assessed over the academic year as defined by the establishment:
researchers and tenured teaching staff from outside the establishment;
non-tenured teaching staff on fixed-term or part-time contracts (ATER, guests, part-time lecturers, part-time temporary staff, etc.).)

Electoral timetable

  • Publication of the informative electoral decree before March 22, 2023
  • Publication and posting of the provisional electoral list on March 22, 2023
  • Reclamation for rectification of lists until March 29, 2023
  • Publication and posting of the definitive electoral list on March 30, 2023
  • Limit date and time for submission of candidacies: no later than April 11, 2023 at 5:00 pm
  • Date and time for sending professions of faith: from April 11, 2023 to April 19, 2023 at 12:00 pmPosting of candidate lists and professions of faith: from April 24, 2023

  • Electronic voting: from June 12 08:00 to June 15, 2023 17:00
  • Voting date for staff representatives Thursday June 15, 2023
  • Proclamation of results: June 27, 2023

  • Publication in the JORF: During July
  • Contestation of results: Eight clear days from the date of publication of results
  • Joint installation meeting of EPSCP staff representatives, EPR representatives, appointed personalities - GIN and student representatives. CNESER, September 2023 session

Voting at the ballot box

2 Polling stations : from 9:00 am to 5:00 pm

College D voters (IATSS staff) may only vote in the office set up in the place where they carry out their duties.
Voters in colleges A and B (university professors, lecturers and other teaching staff) may only vote at the office set up at the Pôle des langues et civilisations - Salle 4.23 - 65 rue des Grands Moulins - 75013 PARIS.

Voting by post
They must be sent by post, postmarked.
They must reach the president of the polling station no later than Thursday June 15, 2023 at 5pm.

Correction :
As far as our establishment is concerned, the number of voters for college A (Professors of universities and assimilated) being less than 5, we were unable to proceed with the counting of this college in order to ensure the secrecy of the voters' vote.
The votes that were not counted were forwarded to the CNESER in a sealed envelope by registered mail with acknowledgement of receipt, with the number of votes per college recorded in the minutes.
