All civil servant and contractual public employees are concerned by these elections

Professional elections will be held in December 2022 to renew the Civil Service bodies within our establishment.

What's changing in 2022

In the 3 civil services, technical committees and CHSCTs will be replaced, at the next general renewal of these bodies on December 8, 2022, by social committees.

This measure is provided for by law n°2019-828 of August 6, 2019 transforming the civil service.

Mapping the new social dialogue bodies

The bodies' remits

The social committees, which are due to be set up in 2022 following the next professional elections in the civil service, will have to deal with a number of issues including:

  • the operation and organization of services;
  • the accessibility of services and the quality of services rendered;
  • professional equality;
  • the protection of the health, hygiene and safety of agents;
  • strategic orientations on human resources policies;
  • management guidelines (LDG) with regard to the transfer, mobility, internal promotion and grade advancement of agents.

The Comité social d'administration ministériel

As of December 2022, it replaces the Comité technique Ministériel: CT-MESRI

It concerns all staff at the Ministry of Higher Education, Research and Innovation

The Comité social d'administration de l'établissement (CSA)

As of December 2022, it replaces the Comité technique d'établissement.

It concerns all staff of the Ministry of Higher Education, Research and Innovation.

A specialized panel on health, safety at work and working conditions will be created within the establishment's CSA.

The joint administrative committee (CAP)

The CAP is maintained in the law transforming the Civil Service. It is the representative body for permanent civil service staff, i.e. civil servants.

The remit of the joint administrative commissions, made up of representatives of the administration and staff, is refocused on the review of individual decisions unfavorable to agents (refusal of tenure, dismissal, training, part-time or teleworking, discipline, etc.).

The joint consultative commission (CCP)

The CCP is maintained in the establishments and represents all Inalco contract staff on permanent or fixed-term contracts: IATS, teachers, ATERs, etc..

Generalization of electronic voting

This new ballot will be marked by the generalization of electronic voting.

This electronic voting will make it possible to vote from any computer, tablet or smartphone connected to the internet, in the place of one's choice (work, home, etc.) and at any time between December 1, 2022 and December 8, 2022 (times will be communicated to you later).

Inalco's voting solution is provided by VOXALY-DOCAPOSTE.

Balanced representation of women and men on bodies

To promote equal access for women and men to professional and social responsibilities, candidate lists for professional elections are made up of a number of women and men corresponding to the share of women and men on the body concerned.

As of January 1, 2022, the workforce observation is:
568 agents of whom 336 women for 232 men

In application of the provisions of implementing decree n°2017-1201 of July 27, 2017 relating to the representation of women and men within the consultative bodies of the civil service, which are incorporated into the regulatory texts pertaining to the various bodies (CSA, CAP, CCP, CPE), the lists of candidates to be presented during the elections of staff representatives must include shares of women and men corresponding to the shares of women and men making up the perimeter of the body concerned.

Electors:

  • All contract staff on permanent or fixed-term contracts
  • For contract staff : on permanent contract, or for at least 2 months on fixed-term contract, of at least 6 months or on fixed-term contract renewed without interruption for at least 6 months on the date of the election
  • For lecturers and temporary contract staff, a minimum of 64 hours must be worked at Inalco
