CNESER 2025 elections

The Conseil National de l'Enseignement Supérieur et de la Recherche (CNESER) is both a consultative body reporting to the Minister of Higher Education and Research, and an administrative jurisdiction.

Mission of the Conseil National de l'Enseignement Supérieur et de la Recherche - CNESER

Chaired by the Minister for Higher Education and Research, the CNESER includes representatives of university managers, staff and students, as well as outside figures representing major national interests.

The CNESER notably gives its opinion on:

• national higher education and research strategies and biennial reports to Parliament
• state reports to European institutions on the implementation of European higher education and research strategies
• allocation of jobs and resources between institutions
• proposed reforms concerning the organization of research
• proposed reforms concerning scientific employment
• the national training framework, the list of national diplomas and accreditation procedures and applications
• the map of higher education and research
• the creation, the creation, suppression or regrouping of establishments or components
• the list of training courses

Scrutin

The services of the ministry in charge of higher education and research will shortly be organizing the elections of student representatives to the CNESER, for which 11 seats of student representatives (11 titular and 11 substitute) are to be filled.

Student representatives on the CNESER are elected for a two-year term, by list ballot, without panachage or preferential vote with proportional distribution, with the remaining seats to be filled being awarded on the basis of the highest average.

This ballot will take place exclusively by electronic means from Monday June 2, 2025 at 12 noon to Friday June 6, 2025, at 12 noon, the closing date for electronic balloting.
