The Centre de l'enseignement militaire supérieur-Terre, formerly the Direction de l'enseignement militaire supérieur de l'Armée de Terre, and Inalco celebrated 25 years of partnership on Monday, November 10, 2025.

On November 10, Brigadier General Emmanuel Phelut, Director of CEMS-T, and Jean-François Huchet, President of Inalco, signed a framework agreement designed to establish a long-term partnership between their institutions. Through this agreement, CEMS-T and Inalco intend to formalize several areas of cooperation in the fields of teaching, continuing education and research.

Created in 1947, the Enseignement Militaire Supérieur Scientifique et Technique (EMSST) trains senior officers in technical specialties to provide the French army with cadres capable of meeting the challenges posed by the evolution of international conflicts and threats to national territory. In particular, it trains officers in foreign languages, cultures and civilizations, with a view to occupying various positions in the field of international relations.

Created in 1795, the Institut national des langues et civilisations orientales (Inalco) teaches and conducts research on the languages of Central and Eastern Europe, the Middle East, Asia, Oceania, Africa and the peoples of America, as well as on the geography, history, institutions and political, economic and social life of the countries and areas concerned. Since its inception, the Institut has been training staff and executives who combine linguistic skills with knowledge of the field, to work in public administrations, the private non-market or market sectors, as well as in research and expertise.

Over the course of their history, the two establishments have forged strong links, either in the training of officers from the Ministry of the Armed Forces, or in the integration of Inalco students into the armed forces' professions. Every year, Inalco welcomes a contingent of several dozen returning officers in several of its areal and disciplinary courses, from bachelor's to master's degrees, as well as in some of its specific diplomas (DLC, intensive diplomas). Similarly, several Inalco students pursue military careers after graduation, either as officers or as defense civilians.

In addition to continuing this collaboration in the field of continuing education, Inalco and CEMS-T also wish to work towards organizing meeting times (student forums, courses, seminars, conferences, etc.) between players from the two institutions, and thus foster mutual discovery of their environments, missions, professions and methods.

Faced with the challenges posed by new forms of hybrid conflict and the multiplication of war terrains, the joint expertise of the armed forces and Inalco should enable the various players to better apprehend their environment and respond to these new challenges: Whether through new research methods (OSINT) as part of research in impeded terrain, or through a detailed understanding of the terrain and deciphering the civilizational narratives underlying some of these conflicts, the aim of setting up a partnership between Inalco and CEMS-T is to equip its players with the tools they need to meet these new challenges.
